Not exactly in Europe but an EC Member how about Cyprus.

Ticks all the boxes. not too expensive and they drive on the left as well. Fabulous climate, great beaches and lots of night life.

Most people go to either Paphos or the Ayia Napa/Potoras area but the island is small enough to explore both. Even Limasol is worth a visit as is the capital Nicosia (The world's only divided city).

Most likely you will run out of time before you run out of things to do.

    Have fun

Coronado Beach is beautiful, as is Silver Strand and Imperial Beach. All are close to the Mexican boarder and wonderful to visit.

You don't need a passport to visit Baja California if you are driving or walking across the border, just your drivers license is ID enough. If you wish to fly or take a boat all you need to have done is apply for a passport. You would need to go to the state department website and download a receipt that you applied but you don't have to have your passport yet.

Cabo San Lucas is absolutely gorgeous. Been to Cancun, Playa Del Carmen, Cozumel, and Cabo – Cancun is fun for the partying type but Cabo was my favorite. Make sure you book a boat trip (we did a glass bottom boat/ snorkel trip) where you see this: http://www.cabosanlucas-rentals.com/arco22cabo.jpg (forget what it's called-sorry) We also did a horseback riding excursion which was amazing. We were in between the beach, marshlands, and mountains. Word of warning: the water is notoriously cold there. Or you could try Playa Del Carmen, which is near the ruins (Chichen Itza and such) if you're into that. Tulum is closer to the ruins but I haven't stayed there.
